Go to "Show DLC" and select the Crackdown content. If a lock icon is visible, select "Unlock DLC" to make it playable.

Place DLC files in the following directory on your internal hard drive: Hdd1:\Content\0000000000000000\[Title ID]\00000002\ . Go to "Show DLC" and select the Crackdown content
